Abstract
Sexual Violence Against Children and Adolescents (SVACA) is a pervasive problem in Bolivia, with profound physical, psychological, and emotional consequences for the victims. Despite legal reforms and international commitments, efforts to combat SVACA are undermined by sociocultural attitudes, political resistance, and institutional weaknesses, resulting in a significant gap between the legal framework and its implementation. This study examines how historical, sociocultural, and political factors perpetuate the culture of silence on SVACA in Bolivia by using a multi-layered analytical approach. The findings underscore the importance of considering both visible and underlying factors to set sustainable policy priorities. The analysis emphasizes the need for holistic, evidence-based strategies that challenge harmful norms, strengthen institutions, and align policies with children’s rights, involving children and families in program design to create a more protective environment.
