    Primer informe sobre la composición de género de la comunidad académica de la Universidad Católica Boliviana "San Pablo" - UCB Sedes La Paz, Cochabamba, Santa Cruz y Tarija Gestión 2023

    Este informe es producto del componente Género del Proyecto CREA cuyo propósito es promover la equidad de género dentro de la comunidad universitaria de la Universidad Católica Boliviana “San Pablo” (UCB). En este, se analiza la composición de género de la comunidad académica de la (UCB) en tres ejes: autoridades y personal administrativo, plantel docente y comunidad estudiantil en la gestión 2023. El documento subraya que la equidad de género no solo es un imperativo ético, sino también un factor esencial para la excelencia académica y el desarrollo integral de la comunidad universitaria. La integración de la igualdad de género en los procesos educativos y organizacionales mejora la calidad del entorno académico, promueve la creatividad y establece un ambiente de trabajo y estudio justo. A través de este análisis, la UCB establece una línea base que permitirá realizar un seguimiento constante de la equidad de género en todos sus niveles, con el fin de desarrollar estrategias de intervención más efectivas. Finalmente, el informe destaca los avances logrados por la UCB en cuanto a equidad de género, pero también señala desafíos en las sedes y niveles jerárquicos. Las recomendaciones incluyen la implementación de programas de sensibilización, capacitación y mentoría, así como la revisión de los procesos de contratación y promoción. El monitoreo continuo será esencial para ajustar las políticas y asegurar que la UCB siga avanzando hacia un entorno más inclusivo y equitativo.

    State of Research Data Management in Latin American Universities 2022

    Introduction: Adequate research data management (RDM) improves the reliability of knowledge. Objective: To describe RDM in researchers of some Latin American universities. Methodology: Descriptive study carried out in two universities in Cuba, one in Peru and one in Bolivia. A survey was applied by means of a structured questionnaire with five dimensions (data type-format, storage-archiving, infrastructure-services, ethics-legal, accessibility-reuse). Data were coded and descriptive statistics were applied. Results: 652 researchers from Cuba (74.5%), Peru (17.9%) and Bolivia (7.6%) participated. Type and format of data: 73.9% of researchers generate their own research data, quantitative type 81.1%, in text format 87.3%, digital format 67.2%, and spreadsheets 58.0%. Data storage and archiving: over 65% report having small to medium data volume (<100 GB), 61% store data on personal computers, 29.8% store data at their institution, and 51% report losing research data. Infrastructure and services: 60% referred that data misuse is an obstacle to data sharing, suggesting improving institutional repository support. Ethical and legal aspects: 34.8% use personal or sensitive data and 65.6% do not know the legislation on research data. Accessibility and reusability: more than 60% generate reusable data, 36.2% create passwords for their research data, sharing them via email and the cloud, but the data are accessible with restrictions. Conclusions: Most researchers generate quantitative data in low to medium volume in digital format, being stored on personal computers, with high risk of loss and vulnerability. There is a frequent fear of misuse of research data, low awareness of legal aspects and deficiencies in institutional repositories.

    National technology project for the libraries of the Bolivian Catholic University San Pablo (2020–2023)

    Problem: It has not been possible to implement an integrated library management system (SIGB) to unify the use of international standards and appropriate tools to provide services to end users and avoid unnec-essary duplication of efforts in the different libraries at headquarters. Objective: This study aims to enhance the national library system (SINAB) by incorporating regulations and organizational structure of the SINAB and national acquisition and subscription of virtual resources, imple-menting an integrated Universidad Católica Boliviana San Pablo (UCB) library system (KOHA), and developing a national UCB libraries system web page as a tool that gathers all the university services for the sup-port of learning, teaching, and research that benefit the UCB academic community. Methodology: For the development, drafting, and approval of the project, the project management body of knowledge (PMBOK) tool was used. According to PMBOK definitions, a project is a temporary effort undertaken to create a unique product, service, or result. In sim-ple terms, a project can be any action that needs to be taken to accom-plish something new. This can go beyond the business context, as it can encompass launching a product, starting a new course, and even mak-ing major purchases. Results and discussion: The study achieved several key outcomes, including subscription to 12 virtual tools and resources, all included in the NEO; learning; implementation of the SIGB KOHA in the four UCB sites, which are now in operation; creating tutorial videos; regulations of SINAB-UCB, approved by the Board of Directors; and a call for the creation of the national web page.

    Symmetrical interactions, shared experiences and dialogical communication

    This Dissertation set out to understand the role of interpersonal organisational communication processes in making sense of transdisciplinarity in inter-university cooperation programs for development. The study focused on a Bolivian university - Universidad Católica Boliviana- implementing an academic cooperation program (IUC for short) with the Flemish University Cooperation for development (VLIR-UOS) from Belgium. This program encouraged the co-creation of "Transdisciplinary Learning Communities" (TLC for short) to produce knowledge and practices among academic and non-academic stakeholders to answer to local development complex issues. However, the novelty and the challenging nature of this approach to existing structures and ways of functioning within a university context triggered considerable ambiguity that prompted endless discussions about the definition and roll-out of the TLC. Therefore, a sensemaking analysis was conducted to reveal (1) the role of interpersonal organisational communication in co-creating Transdisciplinary Learning Communities that challenge existing structures and ways of functioning within a university context; (2) the role of interpersonal organisational communication in connecting frames of academic and nonacademic stakeholders in order to co-create transdisciplinary answers to complex issues of local development. The research was conducted between 2017 and 2022 through the case study of the Bolivian IUC. It combined first-person action research with an ethnographic approach and applied an abductive strategy of data collection and analysis. Different methods (group discussions, individual semi-structured interviews, participative observation and document analysis) contributed to triangulating the data analysed through the coding and categorizing process. The study was developed in three main stages in different locations in Bolivia followed by a self-reflective analysis. Grounded in this research, interpersonal organisational communication was revealed to be a cornerstone in making sense of transdisciplinarity in inter-university cooperation for development, because of the continuity and the quality of interactions (symmetrical/asymmetrical); the shared experiences conducted by the actors, which not only enhanced the symmetrical interactions but also the sense of becoming more collaborative and trans-passing boundaries; and the dialogical communication, where the diversity of actors and perspectives could be respected and encouraged in order to build shared understandings and collaborative initiatives. Against this backdrop, this work expects to contribute to the reflection and practice of communication to successfully appropriate and co-create a transdisciplinary initiative in future university cooperation programs for development.

    A sensemaking perspective on the roll-out of transdisciplinary learning communities in an academic environment from Bolivia

    Through a sensemaking lens, this article investigates the concrete appropriation of the so-called transdisciplinary learning communities-approach (TLC for short) as part of a Flemish–Bolivian university cooperation project for development. The article has its empirical basis in ethnographic research conducted between 2017 and 2020 on four campuses of the Bolivian university UCB. The primary data is the so-called organisational talk, gathered through interviews, participant observations, and meetings with Bolivian university staff members who are the main players involved in the Flemish–Bolivian university cooperation project. The analysis suggests that an informal, horizontal, and symmetrical style of organisational communication between organisational members seems to have a positive impact on the appropriation of TLC, which in turn leads to more successful experiences of cooperation with communities and other external partners in the social environment.

    Metodología para un acercamiento postmoderno hacia las Comunidades de Aprendizaje Transdisciplinarias.

    Estudiar las comunidades desde un enfoque postmoderno resulta complejo. Sin embargo, hacerlo con una metodología correcta y organizada facilita el análisis y el estudio. De esta manera, se propone una metodología llamada “espiral dinámica procesual”. Esta fue aplicada con la comunidad de aprendizaje transdisciplinaria del programa VLIR-UOS de la Universidad Católica Boliviana “San Pablo” regional Cochabamba. La misma se presenta en cuatro niveles de análisis. Cada uno facilita la identifiación de los elementos que, después, serán los lineamientos que regirán el estudio de las comunidades en investigaciones futuras. Por lo tanto, para acercarse, desde un enfoque postmoderno a las comunidades, es importante aplicar la metodología propuesta para identifiar los lineamientos que permitirán comprender a las mismas para estudiarlas de mejor manera en el futuro. Studying communities from a postmodern approach is complex. However, doing it with a correct and organized methodology facilitates the analysis and study. In this way, a methodology called “process dynamic spiral” is proposed. This was applied to the transdisciplinary learning community of the VLIR-UOS program of the Bolivian Catholic University “San Pablo” in the Cochabamba region. It is presented in four levels of analysis. Each one facilitates the identifiation of the elements that, later, will be the guidelines that will govern the study of the communities in future research. Therefore, to approach, from a postmodern view, to the communities, it is important to apply the proposed methodology to identify the guidelines that will allow understanding the communities to study them better in the future.

    América Latina enfrenta diferentes obstáculos a nivel social, ecológico y económico, de acuerdo al contexto de cada país. El desarrollo de esta región depende de muchos factores; la colaboración intercomunitaria e intracomunitaria y la investigación transdisciplinaria se han convertido en elementos clave para que sus diversas poblaciones superen los retos a los que se enfrentan. Recientemente, en esta región se ha comenzado a optar por la aplicación de lo que se conoce como prácticas dialógicas con un enfoque transdisciplinario (muy distinto de la multidisciplinariedad y la interdisciplinariedad) con el objetivo de llegar a un entendimiento común entre las personas, lograr un empoderamiento multiactoral interactivo, promover la educación para el desarrollo sostenible y, sobre todo, para motivar la participación crítica de las personas para que sean protagonistas de la evolución y el desarrollo de sus sociedades. Latin America faces different obstacles at a social, ecological and economic level, according to the context of each country. The development of this region depends on many factors; However, intercommunal and intracommunity collaboration and transdisciplinary research have become key elements for the diverse Latin populations to overcome the challenges they face. Recently, in this region, we have begun to opt for the application of what is known as dialogical practices from a transdisciplinary approach (very different from multidisciplinarity and interdisciplinarity) with the aim of reaching a common understanding among people, achieving an interactive multiactoral empowerment, promoting education for sustainable development, but above all, to motivate the critical participation of people in general so that they are protagonists of the evolution and development of their societies.
