    Descentralización fiscal de segunda generación: una breve revisión.

    Segunda generación de descentralización fiscal es una referencia teórica sobre lo que debe entenderse por una descentralización “eficiente” en el sentido de contener una estructura de incentivos tal que permita simulación de competencia y alineamiento de intereses de los agentes hacia el desarrollo promercado. La referencia teórica puede utilizarse para analizar la práctica de la descentralización en términos de desviaciones respecto a dicha referencia, permitiendo así identificar los incentivos contenidos en la institucionalidad política y fiscal de la descentralización y los comportamientos que inducen. Second-generation fiscal decentralization is a theoretical reference to what should be understood as an “efficient” decentralization in the sense of containing an incentive structure that can simulate competition and bring about an alignment of interests towards market based development. The theoretical reference can be used to analyze the practice of decentralization in terms of deviations from the theory, thus making it possible to identify the incentives contained in the political and fiscal institutions of the decentralization model implemented and the behaviour they induce.

    Institutional Design and Implicit Incentives in Bolivia's Decentralization Model. Diseño institucional e incentivos implícitos en la descentralización boliviana

    The second generation fiscal federalism (SGFF) approach is used as a reference to analyze the political and fiscal institutional design of Bolivia’s decentralization model and its evolution. Subnational public finance data up to 2008 is used to verify that decentralization of expenditure was higher than that of revenue, establishing a context of vertical fiscal imbalance that increased due to growing fiscal transfers during the positive external shock (boom) period. Consequently, the subnational fiscal surplus was not a result of internal efficiency but of excess revenues from such transfers. Panel models were estimated to identify and assess the implicit incentives embedded in fiscal institutions of the decentralization model.
